D.U.M.B.O. or Down Under The Manhattan Bridge Overpass is part of a neighborhood near the waterfront with a varied and colorful history. At present, the neighborhood is an up and coming highly desirable one with loft apartments in the old factory buildings and warehouses as well as numerous art galleries and shops. But it wasn’t always like that as this scene with it’s wrecked car, suspicious policeman, and graffiti might suggest.
