Rooftops

Downtown was the city center with its major streets as well as courts, municipals buildings, offices, theaters, apartment houses, and department stores. There were also ( and still are) smaller buildings, even some in or near factory districts, which were commercial at ground level and residential above . The rooftops were often an essential part of this mix of industry and living and this was especially true when the rooftop housed a pigeon coop, maybe a green house, or perhaps a skylight.
